12.                   environmental monitoring and audit

12.1                Introduction

12.1.1            This section further elaborates the requirements of EM&A for the construction and operation of the Project based on the assessment results of various environmental issues.

12.1.2            The objectives of carrying out EM&A for the Project including the following:

·            to provide a database against which any short or long term environmental impacts of the Project can be determined;

·            to provide an early indication should any of the environmental control measures or practices fail to achieve the acceptable standards;

·            to monitor the performance of the Project and the effectiveness of the mitigation measures;

·            to verify the environmental impacts predicted in this EIA study;

·            to determine project compliance with regulatory, standards and government policies;

·            to take remedial action if unexpected problems or unacceptable impacts arise; and

·            to provide data to enable an environmental audit.

12.1.3            The following sections summarise the recommended EM&A requirements. Details of EM&A are provided in a stand-alone EM&A Manual.

12.2                Noise

Construction Phase

12.2.1            Recommended noise mitigation measures and their detailed implementation schedules, environmental monitoring and audit measures are recommended during the construction phase of the Project. Schedule and extent of the monitoring programme is presented in the stand-alone EM&A Manual. A proactive EM&A programme is necessary to be provided by the contractor, in order to ensure that construction noise impact to the NSRs should be minimized as far as practicable. An appropriate path for noise complaints handling procedures is a key element of the EM&A programme.  Detailed implementation schedules of all mitigation measures are also provided in the EM&A Manual.

Operational Phase

12.2.2            Road traffic noise monitoring is recommended at representative NSRs during the first year of the road opening.

12.2.3            Recommended noise mitigation measures and their detailed implementation schedules, as well as monitoring procedures and locations are presented in the EM&A Manual. Traffic noise impacts and effectiveness of the noise mitigation measures could be evaluated through the monitoring exercise.

12.3                Air Quality

12.3.1            With the implementation of the proposed dust suppression measures, good site practices and dust monitoring and audit programme, no adverse dust impact would be expected at the ASRs.  Details of the monitoring requirements such as monitoring locations, frequency of baseline and impact monitoring are presented in the EM&A manual separate for this report.

12.4                Water Quality

12.4.1            For protection of the water quality during construction of the road widening works, the following environmental monitoring and management measures should be incorporated into the Environmental Protection and Pollution Control Requirements in the Contractor’s specification, as a minimum:

a)      discharges should be monitored to ensure that they comply with the TM on Effluent Standards and any applicable discharge licenses; and

b)      effluent containing cement-generated material should be checked periodically with respect to pH.

12.5                Landfill Gas Hazards

12.5.1            To ensure the safety of the Contractor’s personnel, landfill gas monitoring for methane, carbon dioxide and oxygen shall be carried out to identify any migration between the landfill and the site.

12.5.2            Monitoring shall be carried out and reported in a similar manner to that for the Restoration Contract to provide comparable data.  The presentation format for landfill gas monitoring shall be based on this format provided in Appendix C3 in of the EM&A Manual and agreed with EPD.

12.6                Waste Management

12.6.1            It is the Contractor’s responsibility to ensure that all wastes produced during the construction of the Project are handled, stored, and disposed of in accordance with good waste management practices and relevant regulations and requirements. The mitigation measures recommended in Section 6.6 should form a basis of the Waste Management Plan (WMP) to be developed by the Contractor in the construction phase of the Project.

12.7                Hazard to Life

12.7.1            The risk to the road and workforce population of Tsuen Wan Road is dominated by an earthquake event affecting the YKTWTW and the Tsuen Wan Road and subsequent chlorine release at YKTWTW.  The risk is relatively low due to its significant distance to YKTWTW where no mitigation measure that could significantly reduce such risk is considered cost-effective or practicable.  Nevertheless, several measures are recommended in ClausesSections 9.8.29 to 9.8.30 and Section 9.2 in theis EIA Report and the EM&A Manual, respectively.

12.8                Landscape and Visual

12.8.1            It is recommended that an EM&A Manual and Implementation Schedule be prepared for the Project.  This would include, inter alia, recommendations on tree protection measures during construction, a short term plant establishment plan and a long term Landscape Management Plan.  A programme of site inspections, both during construction and operation will be identified.

12.9                Ecological

12.9.1            No specific environmental monitoring or audit provisions are required with respect to ecological impacts.

12.10            Cultural Heritage

12.10.1         No specific environmental monitoring or audit provisions are required with respect to cultural heritage impacts.
